Would an allignment like this work in Major League Baseball?

teams are watered down now with 30 teams and you want to add 2 more. Look at some of the belly itchers that are being marched out there and called pitcher these days. Some teams have payrolls so low that there is no way the can compete. Contraction is the answer not expansion
