Can citizen of Israel living in the U.S. cast an absentee ballot in Israeli elections?

I was told that Israeli citizens living permanently/staying for a long time in America (or overseas in general) do not automatically have the right to vote in absentia. Presumably, that right depends on several factors such as: reason why person is living/staying abroad as well as for how long he/she has been out of the country. Is that really true?
